President Luiz Inácio Lula da Silva of Brazil had led Rio’s emotional appeal to win the Games, and the urge to make history tugged at the I.O.C. He was among the tearful, raucous celebration in the auditorium when the announcement was made. Legendary soccer star Pele was jumping up and down while locked in an embrace, tears streaming down his face.
